The Vermont Training Program helps employers prepare workers for tomorrow’s jobs through flexible, performance-based grants for pre-employment, new-hire, and incumbent-worker training.

For more than 30 years, VTP has partnered with employers and training providers to build workforce skills, improve productivity, and support quality jobs across Vermont.
Employer-Driven Training Grants
VTP co-funds targeted training projects that help Vermont employers develop new hires, strengthen incumbent-worker skills, and prepare prospective employees for guaranteed jobs.
- Supports pre-employment, new-hire, and incumbent-worker training
- Training may be delivered onsite or through an outside provider
- Reimbursement is issued after approved training is completed

Administering agency
Vermont Department of Economic Development, which supports business growth, job quality, and rural economic strength across the state.
Program purpose
A flexible, strategic workforce-development program designed to strengthen employee skills and improve employer productivity.
What can be funded
Up to 50% of trainer or vendor fees for classroom or external instruction, or up to 50% of employee wages for eligible onsite training.
What is not funded
Consulting or coaching, course development, equipment, materials, and travel expenses are excluded.
Eligible employees
Trainees must generally be full-time, permanent employees working in Vermont.
Application focus
Priority is given to specific, strategic, and innovative training projects rather than broad or generic programs.
Priority sectors
Projects aligned with Vermont’s target sectors may receive first priority, including financial services, food systems, health care, and related skill areas.
Supplement, not supplant
Applicants must show that VTP funding adds to existing training efforts rather than replacing training the employer already supports.
Work-based learning partnerships
Eligible employers may also partner with Vermont schools to provide work-based learning opportunities. Manufacturers and other regionally significant businesses may apply for grants to offset eligible program costs.
